You would almost have to try to NOT find this character. Characters like this usually appear at all four parks, plus character meals.

Where to find this character:
Belle is probably the easiest Disney princess to meet. If you make an effort, you can certainly get that picture or autograph with her!
First off, Belle hosts Storytime with Belle in the Fantasyland Fairy Tale Garden in the Magic Kingdom. This show runs several times per day, and usually provides an opportunity for interaction with Belle. She also rotates in the princess character line at the Toontown Hall of Fame. Furthermore, Belle appears in the rotation at Cinderella's Royal Table character meals.
Belle does meet and greets in the France pavillion in Epcot, and also appears in the rotation at the princess character meal at the Akershus Royal Benquet Table in the Norway pavillion in epcot.
Finally, Belle stars in the Hollywood Studios stage production of Beauty and the Beast, though this is not a meet and greet event.

Beast always comes with Belle but Belle is sometimes there without the Beast. Beast does not sign autographs so Belle does so on his behalf.

I find it funny that Belle appears in the blue dress here in the castle, as opposed to her ball gown.
