She is not Constance Hatchaway though. Constance is the bride in the ride that is seen in the attic scene holding an ax. She is a character in the ride, but not a meetable character.

Just for the record, this is not Constance. Constance was introduced to the Haunted Mansion mythos in 2006 in CA and 2007 in FL. This is a photo of either Madame Carlotta or Rinotta who visit on the Haunted Mansion lawn at MNSSHP.
