This character is a regular to Walt Disney World, and should be easy to find - provided that you know where to look. Characters like this often have one assigned meet and greet location.
Where to find this character: Rapunzel appears daily, but has now moved to the princess meet and greet location at Town Square.

Meeting Rapunzel still brings challenges. The best way to avoid long lines when meeting her is to get in line as early as possible in the morning. However, be aware that the positioning of her meet and greet lends itself to some funky shadows for pictures in the morning. If you want a good picture, you'll have to meet her later in the day... and thus, deal with a longer line.

I understand she was at the Fairy Gardens but has recently been moved for the new Brave character
